Code Violation Priorities

The City prioritizes its response to certain types of complaints to try and meet the needs of the community with our available resources.

Priority I: Imminent Public Health and Safety Hazards
The City will conduct a site inspection within two business days of receiving the complaint. To maximize our efficiency in service delivery, complaints may not be addressed in the order received.
Types of Priority I violations
- Reports of raw garbage (not yard or construction debris)
- Encroachments in the public right-of-way that are hazardous or blocking visibility
- Clear vision issues creating an imminent public safety hazard
- Vacant homes for the purposes of verifying that property is secure
- Hazardous motor vehicles
- Sidewalks in disrepair
- Report of stagnant or unsecured outdoor pools
- Overgrown vegetation blocking signs or creating public safety concerns
- Illegal tree cutting in progress during normal business hours
- Offensive graffiti
Priority II: Significant Code Violations
Report an issue.
The City maintains a log of complaints received and responds as time allows.
- Our intent is to conduct a site inspection within five business days of receiving the complaint.
- To maximize efficiency in service delivery, complaints may not be addressed in the order received.
Types of Priority II violations
- General graffiti
- Debris, garbage and junk
- Abandoned vehicles
- Residential noise disturbing at least three separate households
- Tall grass and overgrown vegetation
- Disabled access
- Tree code violations
- Animal feces
- Illegal dumping in the public right-of-way
- Signs
- Removal of required landscaping
- Garage sales
- Lighting onto adjacent property (commercial source)
- RVs/boats on private property or operational vehicles parked in front yard
- Setback violations
- Illegal uses
- Illegal dwelling units
- Over-height fences or walls
Not Regulated by the City
Issues not under City jurisdiction include but are not limited to:
- Barking dogs (report to Multnomah County)
- Covenants, codes and restrictions (CCRs)
- Insect infestations
- Insect swarms
- Property line disputes
- Storm drainage from adjacent properties, unless a safety hazard
- Rats/rodents
- Trees crossing property lines, except into the right-of-way
