Civic Neighborhood Project

Alta Civic Station construction

Located next to the Civic Drive MAX station and scheduled to be complete by the end of 2021.

• A large public plaza surrounded by retail and restaurant space, with studio, one-, two- and three-bedroom apartment homes above.
• Eight buildings with 318 residential and live-work units, surface parking, and approximately 12,000 square feet of commercial space.
• A 21,000-square foot plaza with children’s play area, outdoor dining, seating and a flexible recreation space for the public.

Civic Southwest mixed-use development

• An application for the Civic Southwest mixed-use development, located to the south of the Civic Drive MAX Station, is submitted and under review.
• The Civic Southwest project is proposing 435 mixed-income apartments and approximately 9,900 square-feet of commercial floor area located in five buildings above a subterranean parking structure.
• The site is being developed by Palindrome Communities.
• The project was approved by the Design Commission on October 2, 2019. 

The vision, goals and development rules for Civic Neighborhood are more than 20 years old.

This project provides an opportunity to

1. Update the vision 
2. Ensure rules and processes match the vision.  
3. Encourage desired and well-designed development.

This project will:

• Revisit the vision and goals for Civic Neighborhood, the district bounded by Burnside, Eastman, Division and Wallula.
• Update development rules to remove obstacles to development.
• Create design guidelines and standards specific to Civic Neighborhood consistent with the vision/goals.
• Develop new rules and processes that are clear to staff, applicants and the general public.
• Set rules that balance the need for clarity, flexibility, quality design and financial feasibility.
